Rs. 500 / 1000 Demonetisation (Exchange) Scheme may be successful without any problem and panic if ………  

‘Modi Government’s Scheme to withdraw Rs. 500 and Rs. 1000 Currency Notes’ is definitely welcomed and 95% of the people are positively supporting it. However mismanagement and lack of vision is causing troubles to  public at large. If mismanagement is not brought to an end soon, then this  good “Demonetisation  Scheme” shall be converted to a ‘ Troublesome Scheme’ resulting to a politically ‘Heavy Loss Scheme’ for Modiji especially in Uttar Pradesh.

So it is important for the Government to immediately bring an end to hardships of people. Even now the Scheme to withdraw Rs. 500 and Rs. 1000 Currency Notes (Demonetisation Scheme) can be hassle free and successful if following suggestions are implemented straightway:

>0. Annexure 5  should be allowed also in Hindi and other Indian regional languages.

>1.  All Bank Branches or Some Branches should be kept open 24 hours for exchange and deposit of Old Rs. 500 and Rs. 1000 notes.

>2.  New Notes and other small denomination notes should be delivered to Bank Branches and Post Offices with high speed. Also ATM Machines should be immediately made working / updated.

>3.  If Possible then along with high denomination notes even small denomination notes (10, 20, 50 & 100) should be mandatorily given. Also against exchange of Rs. 4000, high denomination notes should not be given.

>4. In one city / place / area if a bank has more than one branch then some branches should only do the work of exchanging new notes  i.e. such branches should temporarily stop doing other  regular banking works.

>5.  Every branch of a bank should have at least 2 counters for exchanging notes. One of the two counters should only disburse Rs. 4000/-.

>6.  Maximum staff of the bank should be engaged for the purpose of the scheme. All not so important jobs should be postponed for the time being. All petrol pumps, railway station booking offices, Govt. Bus Station booking windows, Toll booth, Co-op Milk Booth, etc. should be given good amount of low denomination currency so that some low denomination notes can be brought into market circulation through their customers.

>7.  For at least next 15 days (or till conditions resume to normal) toll tax should be made completely free.

>8.  Deposit dates for all types of Govt. Taxes, Fees, Penalties etc. (including fees of school and colleges) should be extended by at least next 15 days (or till conditions resume to normal) or even restriction on depositing such taxes / fees can be imposed.

>9.  Petrol pumps which have fitted CCTV Cameras and installed online sale / stock controlling system should accept old / withdrawn notes for at least next 15 days (or till conditions resume to normal). Also for vehicles filing fuel worth Rs. 4000/- or more providing copy of Vehicle Registration Certificate, vehicle owner’s PAN Card / Aadhaar Card copy along with Annexure – 5 should be made mandatory.

>10.  At other petrol pumps old / withdrawn notes for maximum Rs. 4000/- should be accepted for at least next 15 days (or till conditions resume to normal). Also for vehicles filing fuel worth Rs. 2000/- up to 4000/- providing copy of Vehicle Registration Certificate, vehicle owner’s PAN Card / Aadhaar Card copy along with Annexure – 5 should be made mandatory.

>11.  All types of hospital and medical shops should accept old / withdrawn notes for maximum Rs. 4000/- at least next 15 days (or till conditions resume to normal). Moreover in case of payments over Rs. 1000/- providing patient’s or his relatives PAN Card / Aadhaar Card copy along with Annexure – 5 should be made mandatory.

>12.  For next 15 days (or till conditions resume to normal) cash payments for rail, bus, flight or any other tickets reservation should be made non-refundable.

>13.  Members of the families having weddings should be provided new notes in good quantum after obtaining necessary evidence / attestation, request and I D Proofs.

>14.  Minor services like cremation ceremony (Shamshan Ghat / Kabristan) should be made completely free and if it is very important to pay than provision should be made for later payment / reimbursement by  Central / State Govt.  or   Local body.

>15.  Only PAN Card Number or PAN Card Online Data print-out should also be accepted by banks.

>16.  Arrangements for increasing speed for issue of New PAN Card and reprint / re-issue of PAN Card should be made.

>17.  Those Private persons / firms / companies / bank (including co-op bank) that have been granted permission to accept old / withdrawn notes should provide the declaration of old / withdrawn notes with their owners, partners, directors, managers and relatives as on 08.11.2016. Also daily collection of old / withdrawn notes should be compulsorily informed to Income Tax department via email.

>18.  Govt. should keep an eye on electronic / print / social media for any other genuine problem / hardship  published / highlighted there and provide immediate relief for the problem.

>19. Old / withdrawn notes should be accepted for next at least 15 days (or till conditions resume to normal) for the following services –

  • Purchases from Consumer Co-operative Societies.
  • Co-op / Private Milk Booths (if maintains accounts)
  • Gas Agencies
  • Passengers at International Airport
  • Exchange upto Rs. 5000/- for foreign tourists at airports
  • Food and drinks in train
  • Metro rail service, etc.

 

>20. Present note withdrawal limits should be changed  and people who are not hurrying with withdrawals should be encouraged by giving extra withdrawal facility as follows:

Till 17th November (1st week maximum) – Rs. 10000

Till 24th November (2nd week maximum) – Rs. 20000 or Rs. 30000 if no withdrawals are made till 17th Nov

Till 01st December (3rd week maximum) – Rs. 30000 or Rs. 50000if no withdrawals are made till 24th Nov

Till 08th December (4th week maximum) – Rs. 40000 or Rs. 70000 if no withdrawals are made till 01st Dec

Till 15th December (5th week maximum) – Rs. 50000 or Rs. 90000 if no withdrawals are made till 08stDec

Till 22ndDecember (6th week maximum) – Rs. 60000 or Rs. 110000 if no withdrawals are made till 15thDec

Till 30thDecember (7th week maximum) – Rs. 70000 or Rs. 130000 if no withdrawals are made till 22nd Dec
